Malta has introduced major amendments to the Merchant Shipping Act under Act No. I of 2025, aimed at modernising regulations, aligning with international maritime standards, and improving administrative efficiency. These updates, set to take effect within two months, are designed to benefit shipowners, charterers, and seafarers.
Key Changes
- Improved Administrative Processes – Shift of ship registration authority to the Registrar-General and introduction of digital communication for official notices.
- Revised Ship Registration Rules – Maximum ship registration age lowered from 25 years to 20 years to maintain a modern fleet.
- Enhanced Financial Security – Expansion of ship mortgage scope and introduction of a finance charter instrument for increased investment flexibility.
- Stronger Seafarer Protections – Adoption of the Maritime Labour Convention (2006), ensuring better working conditions and wage security.
- Environmental & Safety Compliance – Alignment with global conventions like the Cape Town Agreement (2012) and enhanced pollution control measures.
These amendments strengthen Malta’s position as a global maritime hub, ensuring competitiveness and legal clarity.
